Royal Speech: HM the King Calls for Making the New Legislature a Turning Point for Development and Social Justice

His Majesty King Mohammed VI, may God assist Him, accompanied by HRH Crown Prince Moulay El Hassan, HRH Prince Moulay Rachid and HRH Prince Moulay Ahmed, delivered a Speech to Parliament on Friday on the occasion of the opening of the first session of the first legislative year of the 12th Legislature.

In His Royal Speech, the Sovereign congratulated the members of the House of Representatives on the confidence placed in them by voters, noting that this new term comes at an exceptional moment, rich in opportunities that must be seized to continue the momentum of achievements across all fields.

HM the King expressed His expectation that the new legislative and governmental term would constitute a genuine turning point for a Morocco determined to pursue its ambition of becoming an emerging and reliable economic power, while maintaining a harmonious balance between economic growth and the requirements of stronger social and territorial justice.

Referring to the international context marked by accelerating geoeconomic changes, the Sovereign called for the launch of a new generation of major strategies, particularly in the fields of water, energy and food security, industrial emergence, the digital economy and artificial intelligence.

The Sovereign also called for greater speed in developing the Kingdom’s capacity to build strategic reserves and secure the supply of essential goods, while urging the private sector to strengthen its role as a strategic actor in the transformation under way in Morocco.

HM the King further called for placing youth-related issues at the top of public policies and governance priorities, through an integrated vision guaranteeing equal opportunities and covering education, training and economic integration.

On the territorial front, the Sovereign stressed that the real challenge of the next stage lies in action on the ground to identify the real problems facing each region and find realistic solutions. He insisted on the full implementation of the Deconcentration Charter, the transfer of competencies and necessary human and financial resources from the center to provinces and regions, and the removal of obstacles hindering the functioning of regional institutions.

Regarding Morocco’s international standing, HM the King recalled that the Kingdom has consolidated its position as a responsible and reliable partner committed to honoring its commitments. He also highlighted the concrete results of Morocco’s balanced approach to migration management, while noting that the current cooperation model has reached its limits.

The Sovereign affirmed that partnership is a sovereign choice and a voluntary commitment that cannot be subject to any pressure, threats or blackmail. In this regard, Morocco will present its partners with a document setting out a clear, practical and strategic vision aimed at promoting co-development, economic competitiveness and regional stability.

Addressing members of Parliament, HM the King recalled that the parliamentary mandate is a political commitment and a moral contract binding elected officials to citizens, calling on them to rise to the level of this national responsibility.
