A memorandum of understanding (MoU) was signed on Tuesday in Rabat between the National Authority for Probity, Prevention and the Fight Against Corruption (INPPLC) and the National Agency for the Strategic Management of State Holdings and the Performance Monitoring of Public Establishments and Enterprises (ANGSPE). The agreement aims to strengthen the principles of integrity, transparency and corruption prevention in both the public and private sectors.
The MoU was signed by the President of the Authority, Mohamed Benalilou, and the Director General of the Agency, Abdelatif Zaghnoun. It establishes an institutional framework for cooperation, coordination and consultation between the two institutions in the areas of corruption prevention and anti-corruption efforts. It also seeks to consolidate the principles of good governance and ethics, promote ethical conduct in public life within the Agency’s scope of action, support the reform objectives of public institutions and enterprises, and enhance efficiency, transparency and accountability.

On this occasion, Mr. Benalilou stated that the signing of this memorandum reflects a shared commitment to cooperate and combine efforts in matters of efficiency, integrity and governance. He emphasized the importance of exploring areas of convergence and institutional integration in order to achieve the desired results in promoting integrity and combating corruption.
For his part, Mr. Zaghnoun affirmed that this agreement aims to strengthen the principles of good governance and accountability. He noted that the MoU will lay the foundations for structured and sustainable cooperation and contribute to creating a safer, fairer and more dynamic economic environment.
The signing of this memorandum falls within the framework of implementing the constitutional provisions, particularly Articles 36 and 167 of the Constitution, and is consistent with Law No. 46.19 relating to the INPPLC, Framework Law No. 50.21 on the reform of public establishments and enterprises, and Law No. 82.20 establishing the ANGSPE.
The areas of cooperation include the exchange of expertise and experience, the development and implementation of joint training programs, the conduct of joint studies and research, the preparation of corruption risk maps, the joint organization of seminars and awareness-raising events, the exchange of knowledge on international best standards and practices, and support for public institutions and enterprises in setting up effective corruption risk management and conflict-of-interest prevention mechanisms.
Through this partnership, both institutions reaffirm their commitment to joining efforts and strengthening institutional complementarity in the service of the public interest and in anchoring a culture of probity and responsible governance within public establishments and enterprises.
