A Memorandum of Understanding (MoU) was signed Monday in Arusha, Tanzania, between the House of Councillors and the Senate of the Republic of Uzbekistan, with the aim of strengthening parliamentary cooperation between the two legislative institutions.
Signed by the Speaker of the House of Councillors, Mohamed Ould Errachid, and the President of the Uzbek Senate, Tanzila Narbaeva, on the sidelines of the 153rd General Assembly of the Inter-Parliamentary Union (IPU), the memorandum seeks to institutionalize cooperation between the two chambers and strengthen joint parliamentary action through the exchange of experience, expertise and parliamentary visits.
The agreement also aims to build institutional capacities, develop channels of cooperation and consolidate collaboration in the legislative, oversight and administrative fields.
Under the memorandum, both sides undertake to take the necessary measures to give new impetus to parliamentary cooperation at the legislative and technical levels, launch joint initiatives and work programs, and promote the exchange of expertise in parliamentary affairs.
The agreement also provides for the effective implementation of cooperation activities through the permanent administrative and legislative structures of both chambers, including friendship groups and committees, as well as through regional and international parliamentary bodies.
The areas of cooperation notably include training, administrative exchanges and visits, the organization of workshops, forums and seminars, as well as programs for parliamentarians and officials. These initiatives are intended to elevate institutional relations between the two chambers to the level of a multidimensional partnership.
With regard to multilateral parliamentary cooperation, the agreement provides for increased consultation and coordination within various regional and international parliamentary bodies, in the service of the common interests of both countries and the strengthening of joint parliamentary action.
Morocco is represented at the 153rd IPU General Assembly by a delegation led by the Speaker of the House of Councillors. The delegation also includes Lahcen Haddad, Fourth Deputy Speaker of the House, Mohamed Salem Benmassoud, Quaestor, Hassan Choumais, a member of the Authenticity and Modernity Party (PAM) group, and Hanaa Benkhair, of the General Union of Moroccan Workers (UGTM) group.
The delegation also includes Mansour Lambarki, Chief of Staff to the Speaker of the House of Councillors; Saad Ghazi, Director of External Relations and Communications; and Hassan Azerkane, Head of the External Relations Division.
