Morocco’s Minister Delegate in charge of Digital Transition and Administrative Reform, Amal El Fallah-Seghrouchni, was honored Thursday in Paris as part of the Africa Next Awards 2026, receiving the African Excellence Award for “Artificial Intelligence, Digital Sovereignty and Public Innovation.”
The distinction recognizes El Fallah-Seghrouchni’s career and her efforts to advance digital transformation, modernize public administration, develop artificial intelligence and strengthen the Kingdom’s digital sovereignty.
The award comes against the backdrop of broader reforms undertaken by Morocco and driven by a commitment to accelerate the transformation of public administration and improve the quality of services provided to citizens and businesses.
The approach pursued by the ministry is based on the complementarity between digital transition and administrative reform, viewed as two interconnected levers for transforming the administrative model, improving the quality of public services and enhancing the efficiency and accessibility of administrative action.
This approach considers that modernizing public administration cannot be limited to digitizing services. It also requires redesigning user journeys, simplifying procedures, reducing administrative burdens and adapting governance models, alongside greater use of technologies and data and stronger interoperability, with a view to building a more efficient, transparent and user-centered public administration.
In this context, the ministry has initiated preparations for a 2026-2030 Administrative Transformation Roadmap, aimed at establishing a modern, agile and efficient administrative model capable of anticipating and responding to the rapid changes affecting society, the economy and technology.
Artificial intelligence and emerging technologies also constitute a major pillar of this transformation. The “AI Made in Morocco” ambition and the deployment of JAZARI Institutes are contributing to the development of an ecosystem bringing together public-sector stakeholders, universities, researchers, companies and startups to develop AI solutions and applications tailored to the Kingdom’s needs.
This ambition is also supported by efforts to develop digital skills, with the objective of training 100,000 digital talents annually by 2030, as well as by strengthening digital infrastructure, computing capacity, cloud services and data capabilities.
The strategy also has an African dimension, notably through the D4SD Morocco Hub, launched by Morocco in partnership with the United Nations Development Programme (UNDP), with the aim of supporting digital transformation and capacity-building in African and Arab countries.
Through this distinction, El Fallah-Seghrouchni’s efforts are recognized in an increasingly strategic field for governments, at the intersection of artificial intelligence, public innovation, administrative transformation and digital sovereignty.
