SR500: Morocco–Switzerland Climate Cooperation for 500 MW of Rooftop Solar

The Solar Rooftop 500 (SR500) programme was officially launched on 4 February 2026 in Casablanca, during an event organised by Africa Climate Solutions (ACS) in partnership with the Cluster ENR. The event brought together nearly 300 participants, including representatives from public institutions, international partners, the financial sector, the solar industry, and Moroccan companies.

Implemented under Article 6.2 of the Paris Agreement, the SR500 programme is part of the climate cooperation between the Kingdom of Morocco and the Swiss Confederation. It aims to mobilise innovative carbon finance mechanisms to accelerate the energy transition and the decarbonisation of Morocco’s productive sector.

On this occasion, H.E. Mr. Valentin Zellweger, Ambassador of Switzerland to the Kingdom of Morocco, stated:

“WE WELCOME THE LAUNCH OF THE SR500 PROGRAMME, WHICH WILL ULTIMATELY ENABLE THE DEPLOYMENT OF 500 MW OF ROOFTOP SOLAR CAPACITY—COMPARABLE TO THAT OF LARGE-SCALE SOLAR INFRASTRUCTURES IN MOROCCO. THIS ACHIEVEMENT ILLUSTRATES OPERATIONAL CLIMATE COOPERATION BETWEEN MOROCCO AND SWITZERLAND AND DIRECTLY CONTRIBUTES TO THE DECARBONISATION OF THE MOROCCAN ECONOMY AS WELL AS TO SWITZERLAND’S CARBON OFFSETTING OBJECTIVES.”

The Ministry of Energy Transition and Sustainable Development (MTEDD) was represented through its departments in charge of climate and energy. The programme was presented as a concrete example of international cooperation supporting the decarbonisation of Moroccan companies, within a framework ensuring transparency, environmental integrity and the avoidance of double counting of emission reductions.

Speakers also highlighted that the ambitious target of 500 MWp of rooftop solar capacity is made possible thanks to a modernised regulatory framework, notably based on Law No. 82-21 on electricity self-production, as well as the introduction of guarantees of origin, ensuring the traceability of renewable electricity produced.

The launch ceremony was marked by the signing of a partnership agreement between Africa Climate Solutions and the Cluster ENR, formalising their collaboration for the implementation of the programme. This was followed by a high-level panel bringing together the MTEDD, the Moroccan Agency for Energy Efficiency, the KliK Foundation, and the Cluster ENR. The discussion set the scene for energy and climate policies, carbon finance mechanisms, and technical support for companies. Testimonials from the first beneficiary companies provided concrete illustrations of the opportunities offered by SR500.

Through the Solar Rooftop 500 programme, Morocco and Switzerland reaffirm the key role of international climate cooperation in advancing rooftop solar self-generation, mobilising carbon finance, and achieving the sustainable decarbonisation of Moroccan businesses.
