UN: Omar Hilale Briefs Security Council on the Situation in the Central African Republic

At the invitation of the British presidency of the United Nations Security Council for the month of February, Morocco’s Permanent Representative to the United Nations, Omar Hilale, in his capacity as Chair of the Peacebuilding Commission and of the Central African Republic Configuration, briefed the Council on Wednesday on political developments following the recent elections in the Central African Republic.

In his remarks, Hilale highlighted the notable progress achieved by the Central African Republic in terms of peace, security and stability, noting that these gains create opportunities to broaden international engagement and explore new socio-economic prospects, while fully assuming responsibility for consolidating and preserving hard-won achievements.

He referred in particular to the peaceful, free and transparent presidential, legislative, regional and municipal elections held on December 28, 2025. On behalf of the Peacebuilding Commission, he congratulated President Faustin-Archange Touadéra on his re-election and praised the Central African government’s commitment to democracy and institutional continuity.

At the same time, Hilale stressed that the sustainable implementation of the 2019 Political Agreement for Peace and Reconciliation remains a top priority. While significant progress has been made, he warned that security challenges persist.

In this regard, the ambassador outlined four key priorities: continuing security sector reform and extending state authority across the territory, consolidating the disarmament, demobilization and reintegration process, which has led to the demobilization of 13 out of 14 armed groups, strengthening justice and the rule of law, particularly through support for the Special Criminal Court and transitional justice mechanisms, and reinforcing the link between stabilization and inclusive development.

Addressing the country’s 2024–2028 National Development Plan, Hilale recalled that, at the request of the Central African government, the Kingdom of Morocco hosted a partners’ roundtable in Casablanca on September 14–15, 2025. The donors’ conference mobilized approximately $9 billion, marking a major achievement in 2025 to support the implementation of the country’s flagship projects.

He called for sustained support to ensure the realization of these projects, which are essential to reviving public investment, rebuilding basic infrastructure and fostering inclusive economic growth.

In this context, Hilale highlighted the Emai Fund, which the Central African government officially launched during the Casablanca Roundtable, and urged member states and partners to support its initiatives.

He also emphasized that MINUSCA remains a key partner in peacebuilding efforts in the Central African Republic, noting that the mission is not only a peacekeeping force but also an essential partner in the country’s stabilization and development process.

The meeting was also marked by the presentation of the UN Secretary-General’s report by the Special Representative of the Secretary-General and Head of MINUSCA, Valentine Rugwabiza.
