Russia: Telegram Fined Nearly $140,000

The Tagansky District Court in Moscow has imposed a total fine of 10.8 million rubles, approximately $140,000, on Telegram for refusing to remove content deemed prohibited in Russia, judicial authorities announced Wednesday.

The court stated that the messaging platform was found guilty of two administrative offenses under Article 13.41 of the Code of Administrative Offenses of the Russian Federation, which sanctions the failure to remove prohibited information within Russian territory.

The day before, Russia’s communications regulator, Roskomnadzor, said it would continue implementing progressive restrictions against Telegram, citing the platform’s ongoing non-compliance with local legislation.

This fine is part of a series of measures targeting messaging apps in Russia. Last August, Telegram users were already blocked from making audio and video calls, with similar restrictions applied to WhatsApp. In December 2024, access to Viber, another popular platform in Russia, was also limited for violating Russian law.
