Solar Energy: Morocco Launches 305 MW Noor Atlas Program

The Moroccan Agency for Sustainable Energy (Masen) and the National Office of Electricity and Drinking Water (ONEE) have announced the signing of power purchase agreements and the start of construction for the Noor Atlas photovoltaic solar program.

In a joint statement, the two institutions highlighted that this major project includes the development of six photovoltaic solar plants across different regions of the Kingdom. The facilities will be located in Aïn Béni Mathar in Jerada Province, Boudnib in Errachidia Province, Bouanane in Figuig Province, Enjil in Boulemane Province, as well as in Tata and Tan-Tan.

The program has a total installed capacity of 305 megawatts. Masen is responsible for the development, financing, construction, as well as the operation and maintenance of the plants under an EPC model.

Financing for the program combines concessional loans provided by Germany’s KfW and the European Investment Bank, along with commercial financing from Bank of Africa.

Construction will be carried out by consortia of Moroccan and European companies, aiming to promote skills transfer, support the national industrial sector, and create local jobs.

The various plants are scheduled to be commissioned starting in July 2027.

Once operational, the Noor Atlas program will strengthen the supply of renewable electricity, improve energy service quality in the regions concerned, and reduce greenhouse gas emissions. The project aligns with Morocco’s strategy to accelerate the energy transition and promote sustainable development.
