Morocco continues to modernize its tax framework for the agricultural sector through a balanced approach aimed at enhancing competitiveness, attracting investment, and protecting small-scale farmers. The publication of the new edition of the General Directorate of Taxes’ guide on tax incentives applicable to agriculture provides greater clarity for economic operators and reaffirms the government’s commitment to supporting sustainable rural development.
This update comes at a time when Morocco’s agricultural sector is undergoing a profound transformation under the Green Generation 2020–2030 strategy. Faced with the challenges of climate change, water scarcity, and increasingly competitive international markets, the Kingdom is relying on a clearer and more stable tax framework to encourage private investment and accelerate the modernization of agricultural holdings.
The guide confirms that agricultural enterprises with an annual turnover of less than five million Moroccan dirhams will continue to benefit from a permanent exemption from both personal income tax and corporate income tax, in accordance with current legislation. This measure is intended to safeguard the income of small farmers, who constitute a vital component of Morocco’s agricultural landscape.
The document also details tax advantages relating to value-added tax (VAT), registration duties, business tax, and the tax regime applicable to agricultural machinery, equipment, and vehicles. These incentives are designed to lower investment costs and encourage the adoption of modern agricultural technologies.
A Tax Framework Supporting Agricultural Competitiveness
The updated guidelines send a positive signal to investors by strengthening legal certainty for agricultural projects and facilitating investment decisions in strategic areas such as irrigation, mechanization, precision farming, high-value crops, and agro-processing industries.
The reform also supports Morocco’s ambitions to strengthen food sovereignty and expand agricultural exports. By providing a more transparent and predictable tax environment, the authorities seek to attract additional private capital while promoting job creation and improving farm productivity.
Industry stakeholders believe that greater tax clarity has become increasingly important amid rising production costs and climate-related challenges. It enables farmers and investors to better plan their investments and improve the resilience of the agricultural sector.
Through this update of its agricultural tax incentives, Morocco reaffirms its determination to make agriculture a key driver of economic growth, innovation, and sustainable development. By combining support for small farmers with incentives for large-scale productive investments, the Kingdom continues to build a more competitive, inclusive, and value-creating agricultural model.
