National Trade Forum: Ryad Mezzour calls for accelerating merchants’ digital transition

In Marrakech, the Minister of Industry and Trade, Ryad Mezzour, urged Moroccan merchants to embrace innovation in order to keep pace with the profound transformations affecting the sector. He made this statement during the opening of the National Trade Forum.

Amid the rapid growth of digitalization and evolving distribution networks, the minister highlighted the central role of neighborhood commerce. He emphasized that small retailers remain a key socio-economic pillar, ensuring proximity to citizens and access to essential services.

However, despite the availability of tailored technological solutions, the adoption of electronic payments remains below expectations. This is mainly due to the very low profit margins on essential goods, ranging between 4% and 6%, which are significantly impacted by electronic transaction costs that can consume up to 75% of profits.

To address this issue, joint efforts are underway with several partners, including Barid Bank, to reduce electronic payment costs, particularly for common services such as mobile top-ups, making these solutions more accessible and attractive to merchants.

Furthermore, Mr. Mezzour highlighted ongoing efforts to upgrade commercial infrastructure. Morocco has around 1,200 markets, 289 of which—mainly in rural areas—are currently undergoing modernization as a first step before nationwide expansion.

For his part, Mohamed Amine Souissi, Director of Skills Development and Digital Transformation at the General Directorate of Territorial Communities (DGCT), under the Ministry of the Interior, stressed the importance of structuring and organizing economic activities in line with national strategic orientations.

The guide introduces a clear classification of activities based on their regulatory framework (simple declaration, declaration with specifications, or prior authorization), thus improving clarity for both professionals and local authorities.

Placed under the High Patronage of Mohammed VI, the forum is part of a national effort to transform the sector. Held under the theme “Morocco Trade 2030,” the event aims to strengthen the role of commerce in regional development while promoting inclusive and sustainable growth.
