Steering the Low-Carbon Transition: Morocco Introduces a Green Taxonomy to Accelerate Sustainable Finance

Morocco has reached a new milestone in its transition toward a low-carbon economy with the introduction of its National Green Taxonomy, a strategic framework designed to classify economic activities that contribute to environmental and climate objectives. This new instrument is intended to channel investments toward sustainable projects, enhance transparency in financial markets and accelerate the mobilization of green finance at a time when global sustainable finance standards are becoming increasingly stringent.

Developed under the coordination of Bank Al-Maghrib, the Moroccan Capital Market Authority (AMMC), the Ministry of Energy Transition and Sustainable Development, together with other national institutions and international partners, the Green Taxonomy establishes technical screening criteria to identify economic activities that make a substantial contribution to climate change mitigation, climate adaptation, natural resource conservation and greenhouse gas emission reductions.

The framework will serve as a key reference for banks, investors, insurance companies and businesses seeking to develop sustainable financial products or access international climate finance. It will also strengthen the assessment of climate-related financial risks within investment portfolios while helping prevent greenwashing by harmonizing the criteria used to define environmentally sustainable investments.

The initiative is fully aligned with Morocco’s commitments under the Paris Agreement, its National Sustainable Development Strategy, and its Nationally Determined Contribution (NDC). The Kingdom aims to increase renewable energy to 52% of its installed electricity generation capacity while significantly reducing the carbon intensity of its economy through large-scale investments in renewable energy, sustainable mobility, energy efficiency, water resource management, the circular economy and climate-resilient agriculture.

Beyond its environmental impact, the Green Taxonomy is expected to become a powerful driver of economic competitiveness. By aligning Morocco’s financial framework with international standards, particularly those of the European Union and major international financial institutions, it is expected to facilitate Moroccan companies’ access to green financing, attract additional foreign direct investment and strengthen the country’s position as a regional hub for sustainable finance in Africa.

The development of this framework also reflects the profound transformation taking place in global financial markets. Institutional investors are increasingly integrating Environmental, Social and Governance (ESG) criteria into their investment decisions, while multilateral development banks are making climate-related requirements a central condition for financing. In this context, establishing a credible national taxonomy has become a critical factor for attracting international capital dedicated to the ecological transition.

With the adoption of its Green Taxonomy, Morocco is equipping itself with a comprehensive governance framework that strengthens sustainable finance, improves the transparency of responsible investments and accelerates the transformation of its economic model toward more resilient, inclusive and low-carbon growth. This landmark initiative further reinforces the Kingdom’s ambition to position itself among Africa’s leading countries in energy transition and climate finance.
