Morocco has taken a major step forward in strengthening its social state by launching a National Care Economy Strategy, an ambitious initiative designed to structure the care sector, expand access to quality care services, and unlock new opportunities for inclusive economic growth. The strategy addresses the country’s evolving demographic and social needs, including population ageing, changing family structures, and the growing demand for childcare, elderly care, and support services for persons with disabilities.
Beyond its social dimension, the strategy is expected to become a powerful economic driver by transforming a sector that has traditionally been fragmented and largely informal into a modern, professional and regulated industry. It seeks to improve service quality, establish professional standards, enhance workforce skills, and encourage innovation across the care ecosystem.
A key objective is the creation of thousands of decent and sustainable jobs, particularly for women and young people, through vocational training, professional certification and the development of new career pathways in home care, childcare, elderly assistance, rehabilitation services and community-based healthcare. The government also aims to stimulate private investment in care infrastructure and support the emergence of innovative service providers.
The National Care Economy Strategy forms part of Morocco’s broader social reform agenda, complementing the ongoing implementation of universal social protection, healthcare reform and policies aimed at promoting greater social inclusion. It also seeks to improve work-life balance by expanding access to affordable, high-quality care services that enable greater labour market participation, especially among women.
The strategy provides for stronger coordination among government ministries, local authorities, public institutions, private sector operators and civil society organisations to build an integrated and sustainable care ecosystem supported by appropriate regulatory and governance frameworks.
Globally, the care economy is increasingly recognised as one of the fastest-growing sectors with significant potential to generate employment, improve productivity and foster inclusive development. By investing in this sector, Morocco aims to strengthen human capital, reduce social inequalities and reinforce the resilience of its economic and social model.
Through this new National Care Economy Strategy, Morocco reaffirms its commitment to building a more inclusive, resilient and people-centred development model in which care services become both a pillar of social cohesion and a catalyst for sustainable economic growth.
